Service Description


This Fire Risk Assessment qualification is needed in order to adhere to the Government’s Regulatory Reform (Fire Safety) Order 2005 (RRO), which requires fire risk assessments to be carried out by a ‘competent’ person.


This qualification provides learners with the knowledge suitable for fire risk assessors that are acting either in-house or as an external consultant acting as a ‘competent person’ as defined by the RRO.


The purpose is to allow learners to demonstrate that they are capable of carrying out fire risk assessments and have the under-pinning knowledge needed, at the required depth and to confirm occupational competence.

This qualification is suitable for anyone aged 16+ and is aimed at those who intend to carry out fire risk assessments as ‘competent persons’ as required by the Regulatory Reform (Fire Safety) Order 2005 (RRO). Specifically designed to enable learners to demonstrate their ability to undertake this work, this qualification is suitable for both in-house fire risk assessors and independent consultants.

Course Content


This course is made up of 5 units that cover the following:


  • Unit 1: Work in a safe and professional manner - This unit focuses on workplace safety and professionalism, covering safety protocols, hazard identification, safety measures, and personal protective equipment (PPE). It also emphasizes professional conduct, including communication, teamwork, and ethical standards.


  • Unit 2: Fundamental principles and concepts for fire risk assessment - This unit provides an overview of fire risk assessment principles, covering fire dynamics, fire behaviour, and contributing factors to fire hazards. It includes legal frameworks for fire safety and a systematic approach to risk identification and evaluation.


  • Unit 3: Prepare to undertake fire risk assessments - Participants will learn how to prepare for fire risk assessments by gathering information, understanding premises layout, and identifying fire risks. The unit covers necessary tools and strategies for data collection and stakeholder engagement.


  • Unit 4: Undertake and report on fire risk assessments - not required, included for reference only. This optional unit details the process of conducting fire risk assessments, including inspections, data collection, and report preparation. It highlights the importance of documentation in supporting fire safety and regulatory compliance.


  • Unit 5: Advanced principles and concepts for fire risk assessment - This unit explores advanced fire risk assessment concepts, focusing on complex scenarios, advanced techniques, and risk modelling. Participants will engage with case studies to enhance their assessment skills.


  • Unit 6: Undertake and report on fire risk assessments for all buildings (except complex buildings) - This unit covers fire risk assessment techniques for various building types, excluding complex ones. It addresses challenges in different environments and emphasizes clear reporting to inform fire safety planning.
